Chief Executive Officer
Nelson Ludlow, PhD was recently named Chief Executive by unanimous consensus. Dr. Ludlow previously served as Chairman of the Board. He was a co-founder of Mobilisa, Inc. and served as its Chief Executive Officer and board director since its inception in March 2001, successfully guiding both Mobilisa and Intellicheck through their merger in early 2008. Dr. Ludlow has over 30 years of experience in software development for the military and corporate sectors.
While in the Air Force, Dr. Ludlow served as a mathematician, a pilot, an intelligence officer at the National Air Intelligence Center, Technical Director for Artificial Intelligence at USAF Rome Laboratory, Assistant Professor of Computer Science at the Naval Postgraduate School, and the Director of Technology and Services for Radar Evaluation Squadron
In the corporate sector, Dr. Ludlow served as the Director of C2 Modeling for SAIC, Chief Scientist for the ORINCON Corporation and Chief Technology Officer for Ameranth Wireless--all in San Diego. He holds a PhD in Artificial Intelligence from the University of Edinburgh, Scotland and completed Post-Doctoral work in Computer Science at the University of Cambridge, England.
Additional degrees include a Bachelors of Science Degree from Washington State University in Math and Physical Sciences, as well as a Masters of Science degree in Computer Science from Wright State University in Dayton, Ohio.
Chief Operating Officer
William Roof, PhD has more than 30 years of senior management and multi-disciplinary engineering experience in the commercial and government sectors. After leaving Intellicheck Mobilisa in 2011, he served as Chief Technology Officer at TechFlow, Inc., where he managed the company's technology incubator division, focusing on law enforcement, energy and "big data" analytics technology for government and commercial markets. From 2004 to 2009, Dr. Roof served as Vice President of Research and Product Development at IntelliDOT Corporation, a healthcare information technology/patient safety product company.
Dr. Roof's earlier civilian employment positions include Vice President, Research and Development at Cardinal Health's Pyxis Division, Program Manager at SAIC, Program Manager at Lear Siegler and Senior Systems Engineer at Litton Industries.
Dr. Roof's military career spans both the Army and the Navy, retiring from the latter as a Captain (Naval Intelligence), earning credentials as a federal agent with the Naval Criminal Investigation Service (NCIS) and specializing in force protections and counterterrorism missions. Throughout his military career, he was selected for and completed four tours as commanding officer in both the US Army and US Navy. Dr. Roof is a veteran of Operations Noble Eagle, Enduring Freedom and Iraqi Freedom.
Dr. Roof earned a B.S. degree in engineering from the United States Military Academy, an M.B.A. from Loyola Marymount University and a Ph.D. in software engineering from the Naval Postgraduate School.
Chief Financial Officer
Bill White has nearly 30 years of experience in financial management, operations, and business development. Prior to joining Intellicheck Mobilisa, he served 11 years as the Chief Financial Officer, Secretary and Treasurer of FocusMicro, Inc. (FM). As co-founder of FM, Mr. White played an integral role in growing the business from the company's inception to over $36 Million in annual revenue in a 5 year period.
Mr. White has broad domestic and international experience including managing rapid and significant growth, import/export, implementing tough cost management initiatives, exploiting new growth opportunities, merger and acquisitions, strategic planning, resource allocation, tax compliance, and organization development.
Prior to co-founding FM, he served 15 years in various financial leadership positions in the government sector. Mr. White started his career in Public Accounting.
Mr. White holds a Bachelor of Arts in Business Administration from Washington State University, and is a Certified Fraud Examiner.
Chief Technology Officer
Russell Embry was appointed Senior Vice President and Chief Technology Officer in July 2001. He has served as Vice President, Information Technology, since July 1999.
From January 1998 to July 1999, Mr. Embry was Lead Software Engineer with RTS Wireless. From April 1995 to January 1998, he served as Principal Engineer at GEC-Marconi Hazeltine Corporation. From August 1994 through April 1995, he was a staff software engineer at Periphonics Corporation. From September 1989 to August 1994, Mr. Embry served as Senior Software Engineer at MESC/Nav-Com. From July 1985 through September 1989, he was a software engineer at Grumman Aerospace.
Mr. Embry holds a B.S. in Computer Science from Stony Brook and an M.S. in Computer Science from Polytechnic University, Farmingdale
Senior Vice President
Bonnie Ludlow was a co-founder of Mobilisa, Inc. and has been its Senior Vice President of Finance and a Director since its inception in March 2001. As a Senior Vice President of Finance, Ms. Ludlow was responsible for all financial transactions, including contracting and purchasing agreements, invoicing, and payroll as well as managing human resources for recruiting, hiring, and benefits administration.
Ms. Ludlow has 15 years of experience working with the Federal Government, six of which were active duty in the United States Air Force (March 1980 to February 1986), and nine as a Department of Defense civilian (February 1986 to October 1995). While on active duty, she was assigned to the Defense Security Agency (DSA) as a Czech linguist (September 1981 to September 1983).
As a civil servant, Ms. Ludlow worked as a geodetic surveyor and engineering assistant, in which she positioned navigational aids on military runways. Additional duties in this position included the generation of technical drawings, maps and reports.
Director of Sales
Robert Streett has more than two decades of experience in sales, account management, customer service, and project management experience. His responsibilities include overseeing sales of all of the company's products including the government, retail, and wireless divisions. Previously at Intellicheck Mobilisa, he served initially as Vice President and subsequently as Deputy Director. He earned a Bachelor of Science degree in Business Administration and Marketing Management from California State Polytechnic University in Pomona, California.
Director of Marketing
Heather Flanagan has extensive experience in Sales, Marketing, and Executive Consulting. Prior to joining Intellicheck Mobilisa, Inc., she owned her own consulting firm in the Puget Sound region that focused on sales and marketing processes, customer experience design, and executive development. Ms. Flanagan was a Regional Technical Sales Director in the semiconductor industry where she was responsible for managing distribution chains, technical sales training, and customer relations. Ms. Flanagan has done doctoral work in Behavioral Psychology at Western Michigan University with a focus on the Experimental Analysis of Behavior. She has presented her research at the annual Association for Behavior Analysis International Conference and has been on the research team for studies published in the Journal of the Experimental Analysis of Behavior. Ms. Flanagan holds a Bachelor of Arts in Psychology from Whitman College in Walla Walla, Washington.
Director of Wireless
John Krouse has over 28 years of successful management and leadership experience in various military maintenance and intermediate support organizations. He has extensive experience in maintenance/production and quality control, planning, technical training and logistics support of fixed and roatery wing aircraft and related support equipment. He has been directly involved with the LSG project from November 2008 to September 2012. He has also been involved in the following projects: NoaNet BTOP project, JPUD Wireless, KPUD Metro Wi-Fi, PNNL and OPALCO.

Nick Williamson is an information technology management professional. For the last fifteen years, Mr. Williamson has performed computer and network implementations for several organizations from a multi-million dollar outerwear manufacturer to a leading Information Technology company. He develops strategies, writes proposals, engineers networks and maintains servers, routers and security appliances in real world scenarios all while maintaining end user access and 5 "9's" network uptime.
In his spare time, Mr. Williamson enjoys building networks with the latest technology, encouraging colleagues to challenge his perimeter network security and teaching valuable skills and logic to protect today's complex security challenges.
