Scott E. Jacobs (Senior Vice President) joined Intellicheck Mobilisa in 2010 as
Senior Vice President for Identity Systems. He has more than 27 years of management
and leadership experience at the U.S. Department of Defense and Naval Criminal Investigative
Service (NCIS). From 2005-2008, Mr. Jacobs, served as an Executive Assistant Director
in charge of the Combating Terrorism Directorate, Naval Criminal Investigative Service
(NCIS). At NCIS, Mr. Jacobs supervised a staff of 450 government and contractor
personnel and a budget of approximately $150 million. He oversaw all terrorism investigations
and operations impacting Navy and Marine Corps personnel and assets worldwide. Among
his many accomplishments at NCIS, Mr. Jacobs is credited with streamlining suspicious
incident reporting processes and overhauling vulnerability assessments to better
secure forces and critical infrastructure. He led efforts to create tools in order
to quickly disseminate threat-based information to domestic and foreign law enforcement
partners and expanded NCIS' overseas presence in support of the Navy's maritime
strategy. Mr. Jacobs, in partnership with the FBI, created the first multi-agency
maritime security training program for federal law enforcement personnel.
In 2008, Mr. Jacobs served as acting director of the U.S. Department of Defense
Counterintelligence Field Activity (CIFA), overseeing a staff of 900. As the principal
advisor to the Under Secretary of Defense for Intelligence, Mr. Jacobs managed CIFA's
counterintelligence efforts in addition to directing the day-to-day operations,
managing all personnel, resources, programs and activities.
After retiring from the Federal government in 2009 he accepted a position with 21st
Century Systems Incorporated (21CSI), a software research and development company
specializing in intelligent agent software. As Senior Vice President for their Federal
Systems Group he oversaw the management and leadership of 30 programs with emphasis
on force protection, data fusion and analysis.
